David, the translations used for Departments are managed in Developer Portal, and currently require admin access to be modified. I don't know enough about Launchpad Translations and the exact workings of devportal at this point to say whether or not that could be made to work. In the meantime, you can see the list of Departments at https://myapps.developer.ubuntu.com/dev/api/
