Hi. While all of the above is truth, some of it is clearly well
documented (like the xe pif-reconfigure-ip), and isn't a problem in the
package, but in upstream software, so there's nothing one can do about
it at the distribution level.

As for doing things automatically for the network config, it would be
not Debian policy compliant to do so, so I don't think it's possible to
do it.

The only way I see to "fix" the above problem is documenting the issues.
