I've noticed the same with Ubuntu 14.04. I discovered it because my neighbor's mobile device name suddenly appeared in my network applet. Tested it with my own Android mobile and tablet (all running standard Android). Ubuntu is running on my Lenovo E530c. Also when I run the Ubuntu 14.04 live cd (from USB). I'm able to connect without requiring a pin to pair the devices.
