I can't be totally certain, but this looks as if perhaps /var is mounted
noexec, which isn't a valid configuration. At any rate this does not
appear to be a bug in man-db but some more general configuration problem
with the system. Feel free to follow up with more details if this is
still occurring (which I realise is unlikely after nearly two years;
sorry!).
