The current behavior is because it was by design, as per the old design
document at <https://wiki.ubuntu.com/Bluetooth#Indicator_and_menu>:
"When Bluetooth is on, the indicator icon should appear in the status
bar. When Bluetooth is off, to save space the Bluetooth indicator should
not be present at all."

Unless there is a better / more current document I should refer to, it
looks like the latest available spec for the Bluetooth indicator is in
