Is the correct password mentioned in /etc/NetworkManager/system- connections/eduroam (or whichever SSID is affected in your case) in a "password=MYPASSWORD" line? In my case I didn't have such a line, and replacing "password-flags=1" with "password=MYPASSWORD" fixed automatic connecting for me.
