I add the same problem in a specific case :
1) I installed Wine meta package and while it was downloading, started to do
something else.
2) after download, system was installing and stuck at a certain percentage
without doing nothing during 10 minutes.
3) I close software center window to stop it and discovered that a pupup had
appeared behind my other windows asking me to accept eula ot MS core fonts.
4) I accepted EULA but I think it was too late. Somewhere has been stored that
I didn't had accepted it and so even if I remove and reinstall the
meta-package, I have the bug described here.
