Public bug reported:

When ulatencyd is installed most manipulations to the lxc containers (including 
such innocent commands as lxc-info) must be preceeded with 
   sudo cgmanager stop
   sudo cgmanager start

otherwise they fail with "call to cgmanager_move_pid_abs_sync(blkio)
failed: invalid request"

$ apt-cache policy ulatencyd
ulatencyd:

        100 /var/lib/dpkg/status

Removing the ulatencyd package (and rebooting) solves the problem with
lxc.
