Does XFCE has its own printer setup tool or is simply system-config-
printer used?

To find it out, open a terminal window and run the command

system-config-printer

If you get "Command not found" XFCE uses its own printer setup tool. If
a window pops up, have alook whether it is identical with the tool you
usually use, of not, XFCE uses its own printer setup tool, otherwise
XFCE uses system-config-printer.
