I'm not sure it should reset the balance to center. Shouldn't it recall the last balance setting and try to preserve that? FWIW, the system settings also functions a little weirdly -- if you try to click and drag the volume control around in the system settings, it starts jumping around like it wants to reduce its volume instead of following your cursor.
