The version from Ubuntu 14.04 repo (0.8.2-1) does not load mbrola voices because it needs additional espeak data folder to be present. That is, /usr/share/espeak-data. The actual location of this folder is however different: /usr/lib/x86_64-linux-gnu/espeak-data or /usr/lib/i386-linux-gnu/espeak-data, depending on your arch.
