I've played around a bit and got it working acceptably here... (I've switched to the rtm image some time but I think that's not the point...) It seems like the location service is intentionally started without gps support. See ps -eaf | grep location and /etc/init/ubuntu-location-service.override. But deleting the .override file did not seem to be sufficient. It works for me if I let upstart start the location service with gps::Provider as the only provider... (exec /usr/bin/ubuntu-location-serviced --bus system --provider gps::Provider).
