After some reading, this bug seems to be present because the kernel is
compiled with CONFIG_SOUND_OSS_CORE_PRECLAIM

$ grep CONFIG_SOUND_OSS_CORE_PRECLAIM  /boot/config-$(uname -r)
CONFIG_SOUND_OSS_CORE_PRECLAIM=y
