Public bug reported:

Basically upon my upgrade to trusty tahr from precise pangolin, the
libreoffice package was upgrade from 3.2(?) and the language of my docs
are in English however, the menu bar, menu lists, stuff like sheet name
in Calc are unclear due to being in boxes and not a translateable
language for me to change.

I have best tried to use pictures/diagrams to follow in the messages
boxes but have yet to find a solution.
