Thanks for your bug report.
The dependency on gnome-system-tools is correct (it doesn't depend on libgnome
anymore). The problem is that gnome-system-tools recommends
gnome-control-center, so when you use aptitude (or if you install recommended
packages by default), it'll push many gnome packages. That's ok on Ubuntu, but
not on Xubuntu.
