When I install linux-header-files with apt-get it downloads from here:   
http://us.archive.ubuntu.com/ubuntu/ trusty-updates/main 
linux-headers-3.13.0-37-generic amd64 3.13.0-37.64  
When I unpack that .deb manually, the files inside are empty.

The exact commands are:
> sudo apt-get clean
> sudo apt-get install --reinstall linux-headers-$(uname -r)
> dpkg-deb -x 
> /var/cache/apt/archives/linux-headers-3.13.0-37-generic_3.13.0-37.64_amd64.deb
>   /tmp/extract/
