This looks like expected behavior; any bluetooth devices in range which
are discoverable will be shown in the system-settings panel. They can
not be removed; but they will disappear when moving out of the bluetooth
panel, and will now show when they are not in range.

Devices that are insensitive (greyed out) are that way because the phone
doesn't currently support pairing with them.

Closing as Invalid since this is not a bug.
