I had this same behaviour this morining when upgrading Gutsy. I think I found a way to restore the original behaviour, and even a possible cause, although very strange.
This morning update got interrupted because a file couldn't be downloaded. The update I thought it was finished instead never got completed, and the other new packages were never really installed. In this situation, I had the behaviour descripted in the bug. As soon as I did a "apt-get -f install" from a console, and let all the packages to install, thus terminating the interrupted upgrade process, adept restarted to work normally. I have to say that, in the past, it already happened to have quite strange behaviours from adept, when installation of packages dont go as planned.
