My guess is that the package ubuntu-artwork (which I have installed in 14.04) at some point lost the file /usr/share/ubuntu- artwork/home/index.html
I don't know if there's something equivalent in a plain installation (however I couldn't find any using a quick locate in my computer). The ONLY thing needed is to change the default home page from file:///usr/share/ubuntu-artwork/home/index.html to whatever makes sense.
