This issue does exist in Trusty (probably in Utopic as well). It didn't exist a few versions ago (I don't remember which one introduced the bug).
If I boot from the Live USB (created using "dd"), select another language (Portuguese, for example) then "Try Ubuntu", the live session has English keyboard layout, UTC time and almost all text in English (some things in Portuguese). The text being in English is OK, but the keyboard layout and timezone not being what I selected is not OK. And, as mentioned in comment #7, when the boot process reaches the "purple screen with some icons at the bottom" (like this: http://pix .toile-libre.org/upload/original/1347445119.png), if I press some key and then select Portuguese from there and "Try Ubuntu", the live session will have the correct keyboard layout (not sure about the timezone).
