This morning I was able to upgrade to 14.10, but can't say what the bug was as
I did two things:
Firstly, I removed Unity-tweak-tool
then when I did apt-get update I got the following error:
W: Failed to fetch http://au.archive.ubuntu.com/ubuntu/dists/trusty/Release
Unable to find expected entry 'main/source/Sources' in Release file (Wrong
sources.list entry or malformed file)

E: Some index files failed to download. They have been ignored, or old
ones used instead.

I hadn't had this error when trying to do the earlier updates, this was
new for today. I changed the servers from the Australian servers to the
Main server, then ran apt-get update again - it worked fine this time
and reported I had a few packages that needed updating. I updated those
packages, ran do-release-upgrade and everything worked.

So my conclusion is that this bug was caused by either
(a) unity-tweak-tool or packages possibly related to it that were upgraded
this morning
or
(b) sync issues between the Australian server and the Main server
