We've had this same issue on Chrome OS for a while. Today I dug into it
and posted my findings here.

Of particular interest to this crowd is that using we see the mouse
trying to retransmit the packet with 3 fingers.

I also found the issue to be based on the BT adapter's manufacturer:
Broadcom/Atheros work, but Intel didn't. I didn't have a Cambridge
Silicon adapter handy to test.
