symptoms:
when rapidly turning flight mode on and off, the SIM will show as either "No
Sim" or "Offline" after a few iterations
how to reproduce:
open network indicator
(randomly) turn flight mode on/off
repeat
check SIM status when flight mode is off
I was able to get the sim back online by removing /var/lib/urfkill
/saved-states
