Public bug reported:

Failed during a 14.04 to 14.10 upgrade. Tried to report bug after
upgrade process and that seems to have failed. Restart endned with the
computer stalled on the Ubuntu splash screen with dots (dots not
changing).

Complete restart seems to have got the machine working and wiFi
connected. But still showing build error report.
