The issue there doesn't seem to be a setting one (though the description seems to list different problem so part could be settings) - the missing chars are non-installed fonts on the image - the content list is not a bug I think (the ubiquity installer does the same iirc, the rational is that you need to be able to understand the list to find back your language if you are in a locale you don't know) - what do you mean "after a reboot", unity8 is restarted after the wizard run
