I think one of the issues was a missing dependency on `qemu-kvm` which
was causing the kvm creation to fail. This has since been fixed and we
are tracking another bug https://github.com/Ubuntu-Solutions-Engineering
/openstack-installer/issues/186 that should be getting resolved soon.
