I'd like to confirm Matti Laakso's comment #3. I too am unable to pass through 
a USB mouse or keyboard for dedicated yse on my Windows VM.
Spice redirection works correctly.
Changing the permissions so that libusbx doesn't complain does not resolve the 
situation. Using USB passthrough in virt-manager has no effect at all. It seems 
this particular problem occurred upstream in Debian too, which is now fixed in 
libvirt-1.2.9.

I too noticed the changes in the libvirt VM hardware spec when upgrading
from Ubuntu 14.04 to 14.10 and I had to recreate the spec however,
recreating it (with the same qcow2 image) does not solve the problem of
USB passthrough not functioning.

Should I raise a new bug for the USB passthrough problem as it appears
this bug has been allocated to just changing documentation referring to
the libvirt spec change?
