You *could* update from the daily-build PPA [1], but that's not generally recommended for day-to-day use. Otherwise wait for an official release in the stable PPA [2].
I'm doubtful this fix will be backported to 14.04 because it's actually an odd case. You were experiencing the crash when duplicity was trying to say that the file you asked for didn't exist in the backup. When I tried restoring utf8 filenames that did exist in the backup, it worked fine. So you may have something else going on, or are passing the wrong arguments.
