The code seems marked for translation
$ grep -r "Battery Critical"
src/notifier.c:        : _("Battery Critical");

But then

$ msgunfmt /usr/share/locale-langpack/*/LC_MESSAGES/indicator-power.mo | grep 
Critical
$

https://translations.launchpad.net/ubuntu-rtm/14.09/+sources/indicator-
power/+translations says everything is translated (39 messages)

And running make po in the sources gets you a .po with "Battery
Critical" in it and 36 messages instead of 39.

So it would seem that translations.launchpad.net is outdated?
