Public bug reported:
Whiskermenu -> All -> "File Manager" appears twice.
One launches Thunar and the other launches Thunar Preferences, but they
are indestinguishable.
Suggested fix: rename the preferences launcher "File Manager
Preferences" to match the associated window title.
