First stab: It seems with 217, the card is waiting for getting its
firmware loaded:

and dmesg shows:
[ 6.586593] iwlwifi 0000:02:00.0: Direct firmware load failed with error -2
[ 6.586598] iwlwifi 0000:02:00.0: Falling back to user helper
which seems to correlate with this in the 217 changelog:
* Userspace firmware loading support has been removed and
the minimum supported kernel version is thus bumped to 3.7.
so it seems we found a case where the in-kernel firmware loading does
not work.
I have iwlwifi as well:

and my dmesg says
