Just to add another observation.
When playing the same video using VLC (2.2.0-pre2 Weatherwax), the 
application's speaker volume controls and mute work in harmony with the 
laptop's keyboard controls (Fn-F11, F12 & Mute). A clue to the bug might be in 
the differences in the ways the Videos 3.10.1 and VLC use to communicate with 
the speaker controls as found in System Settings > Sound.
