I understand that. I'm not reporting the crash as the bug - it was a
hardware error.

I'm reporting that it is claiming it can't report an error in ubiquity
because ubiquity is not an official package.

If there is a different reason that it can't report the error, the
message text should state why. Instead it just claims ubiquity isn't an
official package. I've seen a few instances of users receiving this
message and thinking there was something wrong with the installer they
downloaded.

The text should be corrected, or clarified, or the reason it thinks
ubiquity is not an official package should be corrected.
