According to KDE developper Ervin, the problem is that kubuntu misses 
hal-system-storage-* scripts.
I can see them on edgy : 
locate hal-system-storage
/usr/share/hal/scripts/hal-system-storage-cleanup-mountpoint
/usr/share/hal/scripts/hal-system-storage-cleanup-mountpoints
/usr/share/hal/scripts/hal-system-storage-eject
/usr/share/hal/scripts/hal-system-storage-mount
/usr/share/hal/scripts/hal-system-storage-unmount

Would be nice if someone confirms this also fails or work on edgy since 
theorically it should work, according to Ervin's diagnostic.
Unfortunatelly, I can't check myself as I don't have any floppy drive here...
