Tried in ubuntu 15.04 / kgpg 4:14.12.0-0ubuntu1 and it's slightly
different, but same basic bug

It pops up as "Decryption failed" but the next attempt at decryption
succeeds (ie it remembers that you got the right password)

so reviewing the symptoms:

> 1) If you're going to have "Decryption failed".......that should mean
it failed. If it succeeded..that should be displayed as a successful
decryption

this is still happening

> 2) If you're going to have "Decryption failed" ...allow the entry of a
password after the 3rd try.

This is no longer the case.
