Public bug reported:

Sometimes Ogg Theora videos produce a green outline when playing with
VLC.

If i remux the same streams into Matroska container, sometimes those
borders go away.

The borders do *not* appear when playing the same files with Totem or
other players.

I'm attaching the example file produced by 
dd if=original.ogv of=example.ogv bs=1024000 count=10
