Explanation of the Ubuntu delta and why it can be dropped:
* Enable running the testsuite during the build.
* First upload to Ubuntu.
Same change made in Debian to run the testsuite. No other Ubuntu changes.

* Drop build dependency on python{,3}-idna (needs some more packaging
work).
