I'm afraid that there's something seriously wrong with your system. Your
dpkg database seems to be corrupted (as you get all those checksum
errors), and the package contents of postgresql-common is wrong too:

This both does not make sense -- Version 162 does ship that file and it
also knows about Ubuntu 14.10. What's the output of
dpkg -s postgresql-common
? What does
sudo apt-get install --reinstall postgresql-common
do, does that help?
