I'm afraid there are no upgrade logs here which show how the util-linux
package went into the bad state in the first place. Can you please
copy&paste the output of

  sudo apt-get install --reinstall util-linux

If that still fails the same way, perhaps try:

  sudo dpkg -P --force-all util-linux
  sudo apt-get install util-linux
