  We currently have no spec for the cellular page[1] when no SIM(s) are
  inserted and when flight mode is ON. I do not think it is solved by [2]
  – cellular hardware *is* present (the modem/slot/antenna).
  
  The current UI (remove the SIM and reboot to see for yourself) is a
  single-sim-looking, insensitive UI. The unfortunate design of the
  disabled ItemSelector makes this very confusing.
  
  I suggest insensitive text strings, e.g. "No SIM cards detected" or
  "Flight mode is enabled".
