As of yet, this is still an issue. The problems seems to be that vivid-
proposed has libflac8:amd64=1.3.1 but no update i386. The 32 bit version
is still stuck at 1.3.0 and apt-get refuses to install conflicting
versions of the same package.

I managed to work around the problem by disabling proposed, downgrading
libfalc8:amd64 to 1.3.0 and then installing skype normally.
