The Ubuntu error reporting program directed me here. In my case I think the error comes from my computer's motherboard having UEFI but not secure boot. It made me go through some hoops I don't remember when installing. Definitely not fixable by using bootrepair, though. Since then I always get "package failed to install" error messages on every update.
