Start a new RTSP stream like that:
vlc -vvv /data/rammstein.mkv --sout
'#rtp{dst=192.168.0.12,port=1234,sdp=rtsp://127.0.0.1:8080/test.sdp}'
Open it with another VLC instance:
vlc rtsp://localhost:8080/test.sdp
VLC opens the stream OK. Try to seek. Result: nothing happens. In CLI I
see "[0xac300508] main input error: INPUT_CONTROL_SET_POSITION(_OFFSET)
27.2% failed"
