+ Some window manager actions are defined twice in the user keyboard shortcuts 
file (result of mixing the Xubuntu and Xfce keyboard shortcut files from 
/etc/xdg/ to generate the user specific file).
+ This breaks the ability to permanently rebind these actions to a different 
keyboard shortcut.

- Use Settings -> Window Manager to rebind a key (e.g. rebind super + m to 
maximize window )
- It should work fine
- Reboot
- The keybinding is no longer recognized. Going into settings -> Window Manager 
the UI still claims that it is configured, but the setting doesn't work unless 
the key is manually rebound again.

~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml.
