-security is mirrored to -updates to make most use of the mirror network. -security and security.ubuntu.com are to provide very fast turn-around time after an update -- no mirror syncing is required. However, bandwidth is limited on these systems, so the security updates are copied to -updates to make them available on the wider mirror network. Even a mirror that only syncs daily may have significantly more bandwidth to its local users, so making updates available widely on the normal mirror network is important for keeping security.ubuntu.com responsive. This setup provides a balance between making updates available quickly to all while still making the most of locally available mirror resources.
