The typical answer I'm finding:
xinput --list
xinput --set-prop 9 266 0.4 2
And then you realize that that setting only stays like that until you restart 
the computer, then you have to wonder "well shit.... how do i get it to run 
every time the computer starts?"

Asking users to do all of that in order to get their mouse working
properly is kind of like telling car owners to fix the mirror on their
car by duct taping it back on there. You can do a helluva lot better
than that, guys.
