When you see this bug, could you attach /var/log/dmesg for one such
system? I'm wondering if there's a fairly straightforward explanation
for it, like although one device might be the "first" device (is it also
marked as such on the board?) it might actually be detected last by the
system.
The description seems to indicate you've also successfully done
installations, in which case the port is back to its "right" position.
Maybe this has to do with something the BIOS does when told to boot from
the network?
