Public bug reported: xfce4-screenshooter.mo is missing in /usr/share/locale/"language"/LC_MESSAGES/ and so the screenshooter is not translated.
The files exist here : https://packages.debian.org/wheezy/xfce/xfce4-screenshooter but are missing in xubuntu.
