This seems to have been a bug in the usersetup plugin for ubiquity,
reassigning to the correct package.
Are you still seeing this issue in the installer, assuming you may have
tried another version since this bug was reported?
Ideally, it would help if you could let us know which version of Ubuntu
was downloaded to attempt installation.
