There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates.
I cannot reproduce this bug in any of the following currently supported and development versions: trusty, utopic, vivid. I tried setting a different custom wallpaper from the LXDE menu and by right clicking on the desktop. I could not get the wallpaper to revert either within the same session or after logging out and back in. I was testing on a machine with one monitor, and the wallpaper set to stretch. If there are other specific requirements needed to reproduce this bug, please add those to this bug. It would help us a lot if you could also test this on a currently supported Ubuntu version.
